California Governors Inaugural History

An inaugural, a ceremony for a person being formally inducted into office, has been a tradition in government for centuries. An inauguration usually includes a formal speech, a swearing in or transition of political power ceremony, and a festive celebration.  Heads of states, including presidents and governor, have continued this tradition with their own personal changes. 

Larger Image of the Inauguration of Governor ReaganOn the night of Governor Leland Stanford’s inauguration in 1862, a large flood occurred in Sacramento and forced Governor Stanford to use a row boat to travel to the ceremony. Governor’s Waterman and Gillett had their galas at local venues, Golden Eagle Hotel and the Clunie Opera House. Governor Budd’s inaugural was one of the largest and most lavish events. In 1895, Budd had music and dancing in both houses of the Legislature. The San Francisco Examiner featured full page drawings of the events with details as to guests and activities.  C.C. Young’s swearing in ceremony in the Assembly chambers was the first to be recorded on motion picture film by newsreel camera. Governor Rolph’s inaugural not only equaled Budd’s in size and activities, but also was the first to Larger Image of the Inauguration of Governor Johnsontake place on the West Steps of the Capitol. Also Rolph established the practice of using the newly built Memorial Auditorium located a few blocks away from the Capitol at 16th and J streets for the inaugural festivities.  The use of the Memorial Auditorium was continued by the next several governors. Rolph also tied in his inaugural with California’s celebration of its pioneer history by creating a parade that marched from Sutter’s Fort to the Capitol.  Ronald Reagan’s swearing in event took place one minute past midnight in January 2, 1967. Reagan presented his full inaugural address a few days later on January 5th during the day. 

Governors Wilson and Davis continued the practices established by Governors Budd and Rolph with a muti-day schedule of events that include balls, galas, the use of the West Steps and a large entertainment venue such as Arco Arena.  In an historic 2003 inaugural current Governor Arnold Schwarzenegger scaled back the festivities but still used the West Steps of the Capitol for his swearing in ceremony.
